One year of the Data Act: From rights on paper to fair competition on the road

On 12 September, the Data Act marked its first anniversary. As EU co-legislators consider possible changes through the Digital Omnibus, attention is turning to how the legislation is working in practice.

CARUSO has assessed how more than 25 vehicle manufacturers are implementing the Data Act, looking at access conditions for in-vehicle data and the availability of data needed for a number of use cases. At this event, CARUSO will present its findings for the first time, providing a basis for discussion on whether the Data Act is delivering fair competition and enabling innovative, data-driven services.

Date: 12 October 2026

Venue: Insurance Europe

The findings will be discussed with EU policymakers and representatives from the automotive and wider mobility ecosystem, with a focus on these questions:

  • What lessons can be drawn from the first year of application?
  • What barriers remain to effective access to in-vehicle data?
  • How should the existing framework be implemented and complemented to support fair competition, consumer choice and a level playing field for innovative, data-driven services?

Join EU policymakers, industry experts and consumer representatives for a discussion on the Data Act, access to in-vehicle data and what is needed to make Europe’s data economy work in practice.
