Smart alignment of EU digital rules ahead of the Digital Omnibus

Insurance Europe has published key recommendations ahead of the European Commission’s Digital Omnibus package, calling for clearer and more consistent EU digital rules.

The paper explains that the insurance sector plays a key role in Europe’s digital transition, investing in cyber resilience, using data responsibly and developing tools such as AI that improve services. These efforts support faster claims, better prevention, safer data use and wider access to protection for consumers.

However, the current mix of EU rules on AI, data, cloud and cybersecurity has become increasingly complex. Overlapping requirements across laws such as the AI Act, GDPR, DORA and the Cyber Resilience Act are difficult to apply in practice and draw resources away from improving services.

We urge policymakers to focus on smart improvements that make EU digital rules simpler and easier to apply, such as:

  • Clarifying the scope of AI rules to avoid duplication with existing financial legislation
  • Reducing repetitive reporting under DORA and allowing greater use of existing certifications
  • Aligning cybersecurity and cloud requirements to remove overlaps between DORA, CRA and national frameworks
  • Providing clearer guidance on data use under GDPR, AI Act and Data Act, especially for AI training and anonymisation

These steps, among other things, would free up resources to improve claims processes, strengthen cyber protection, invest in prevention tools and develop more accessible products for consumers.
