Clearer digital rules needed to support innovation and resilience in Europe’s insurance sector

Insurance Europe welcomes the European Commission’s simplification efforts with its Digital Omnibus package published today. In the coming weeks, the sector will review the detailed proposals, but the package represents an important step towards modernising key EU digital laws, aiming to make them simpler to apply and more consistent overall.

Simplifying EU digital rules is essential for insurers to continue investing in innovation, improve customer journeys, speed up claims, strengthen financial inclusion through better risk prevention and mitigation, and cut unnecessary red tape.

Insurers play a key role in Europe’s digital transition; they build resilience against increasing and evolving cyber risks by expanding cyber insurance solutions for businesses and individuals, work with authorities to raise cyber awareness, and strengthen the resilience of their own infrastructures.

Insurance Europe published its recommendations ahead of the proposal's release in its Digital Omnibus position paper, highlighting the need for: a clear scope for AI rules that avoids duplication with existing financial services legislation; streamlined and more usable reporting under the Digital Operational Resilience Act (DORA) supported by wider acceptance of recognised certifications; consistent cybersecurity and cloud requirements across EU and national frameworks; and clearer rules on data use under the General Data Protection Regulation (GDPR) and the AI Act, particularly in the areas of AI training and anonymisation.

William Vidonja, Head of Conduct of Business at Insurance Europe, stated: "This initiative is an important opportunity to deliver a more coherent and predictable digital framework. Insurers are ready to support Europe’s digital ambitions, but this requires rules that are clear, proportionate, and workable in practice. Turning simplification commitments into tangible outcomes will strengthen competitiveness, support innovation, and enable the sector to continue delivering protection, stability, and value across Europe.”
