One year after the EU Data Act became applicable, new findings from the CARUSO Connected Vehicle Field Test show that significant barriers remain to creating a competitive market for connected mobility services.
The study assesses implementation of the Data Act across 28 major vehicle manufacturer groups and 15 automotive use cases. While access to vehicle-generated data has improved, the findings show that access remains fragmented and inconsistent, limiting the development of scalable, multi-brand services.
According to the study, 64% of vehicle manufacturers assessed do not have an adequate pricing model for third parties, while the same proportion lack an adequate data provision mechanism. 68% do not have an adequate API solution, and 57% do not enable any of the use cases examined.
Insurance Europe has joined a broad coalition of consumer, automotive and mobility associations in calling for stronger and more consistent enforcement of the Data Act, clear guidance on fair and cost-based compensation, and dedicated automotive legislation on access to vehicle-generated data, functions and resources to support fair competition, consumer choice and innovative digital mobility services.
